如果某个威能里HIT一栏里写的是：x[W]，x是数字，没有属性修正，那么要加上其他加值吗？比如增强或专长。

有weapon关键字就加附魔专长一类。

我认为应该是不加的，在weapon一章里是这样说的：
Damage: The weapon’s damage die. When a power deals a number of weapon damage dice (such as 4[W]), you roll the number of the dice indicated by this entry.
那么，言下之意，在这个entry之外的东西，都不算在[W]里。

附魔专长那些是杂项不在伤害（X[W]）里列出，不过当然附魔不算进[W]里面。举个例子吧，拿+5 Greataxe 使用一个伤害为3[W]的威能，伤害就是3d12+5，不是3d12也不是3(1d12+5)。

W 只算武器基礎傷害. 然後如果有 weapon keyword 的話 (有 W 其實就一定有) 那麼再加專長, 附魔等東東. 之後加甚麼能力值視乎威能, 有部份威能會不加, 例如戢士和流氓的精準攻擊.

我倒有个问题，战士有个随意威能是砍中1[W]+Str，砍不中Str/2或者Str的，那个砍不中也要加那些杂项么？

個人認為 half damage 以外的基本上都不加.
個人理由是中後期的這堆加值頗可觀, 都加上的話 Reaping Strike 就是傷害輸出的(過度)強力保證, 而且 miss half 的傷害計算會有新的爭議.
RAW 的理由是, 那些加值基本上都是說"投傷害骰時"加傷害. Str/2 和 Str 都不需要投甚麼骰, 不像 miss half.

DAMAGE ROLLS
✦ Roll the damage indicated in the power description.If you’re using a weapon for the attack, the damage is some multiple of your weapon damage dice.
✦ Add the ability modifier specified in the power description. Usually, this is the same ability modifier you used to determine your base attack bonus for the attack.
In addition, any of the following factors might apply to a damage roll:
✦ Racial or feat bonuses
✦ An enhancement bonus (usually from a magic weapon or an implement)
✦ An item bonus
✦ A power bonus
✦ Untyped bonuses
这里还是很明确的。无论加不加属性加几项属性其他加值都算且只算一次。

Q: Does Dwarven Weapon Training effect static damage, such as that done to a secondary target by Cleave or that done on a miss by Reaping Strike?
A: Both Cleave and Reaping Strike call for damage based on the character's Strength Modifier. That means no additional damage added from other feats, racial benefits, spells, or powers. 4E reads very literally and when the book stays Strength modifier, it really means Strength modifier only!
