"Thanks for contacting Wizards of the Coast! If a power adds extra damage of a type, the power does not gain that type's keyword. So, if Chain of Levistus deals extra fire damage due to Path of the Scarred, it does not gain the fire keyword. This means that Ashen Rod would not activate or apply extra damage. "
"Thank you for the reply! I apologize for the confusion in our previous answer. The power does gain the fire keyword when you add extra fire damage.
I tested this out in the CB and found that the Path of the Scarred correctly adds one damage to encounter and daily powers, however it doesn't add the fire keyword to them so the Ashen Rod isn't counted into the math on the power cards. I have passed along the details to our development team so they can see what can be done to fix this issue. Unfortunately I have no timeline on when a fix for this particular issue will be implemented. We here at Wizards of the Coast greatly value the work and feedback of our community and appreciate the time you took to report this bug.
Thanks again for taking the time to let us know what was going on, and if you find any more bugs out there please let us know!"
