You know, I think the designer has insisted that you can throw CR1 mobs to "challenge" Lv20 PCs.
Well, to be fair, they didn't say one mob would be challenging. Pre-release they gave an example of how 100 mob can defeat a mid tier character.
So, I guess if you throw out 10000 CR1/4 mobs, it may still be challenging in the sense that it should drain measurable resources off the wizard.
In fact this should gives the low level mob a pretty high weight in the "average".
What, how about Warlocks? They would still be using their trusty, unlimited cantrip.
Well, the question is who will send 10000 mobs to kill a Lv20?
Let's see some data.
To make a medium encounter for a Lv20 wiz/wlc, you'll need 57~84 kobolds. With their AC12,HP5, they'll be killed by one 3rd-level fireball or one beam of warlock cantrip.
While both wiz and wlc will use their 9th-level spell, it's reasonable to say there's only a 1/400 chance for warlock to miss her target, which can be ignored. So, a Lv20 "pure" warlock can kill at least 4 kobolds in one round.
And wizard will use her fireballs, bigger fireballs and bigger bigger fireballs. A fireball can always cover 4 kobolds? Let alone the warlock have a range of 300 ft., or in most cases, 600ft.
So that's the truth: warlocks do better in dealing with a few powerful enemies, and wizards do better (still no better than sor) in dealing with a great numbers of weak enemies, if the formation of those weaklings is really tight.
Then here's the question: Which DM will send a crowd of kobolds against a Lv20 character?
