比尔·斯莱文切斯克是威世智角色扮演游戏设计和发展部门的主管，从TSR时代起，他就参与乃至主持设计了许多产品，包括龙与地下城、星球大战、变形金刚、妄想症、TORG等等的相关产品。
比尔自幼年起就对游戏产生兴趣，1977年第一次接触到龙与地下城角色扮演游戏。他曾经梦想做一名卡通插画家。1986年，他被著名游戏公司West End Games聘为编辑。1987年，公司被授权开发星球大战的角色扮演游戏，而比尔正是编辑和开发者之一。1988年他成为WEG公司的研发编辑部主管，与别人联手开发了TROG游戏、并合著了《风暴骑士》等书。在九十年代，他同时为WEG和TSR工作，作为编辑和设计者参与开发了许多游戏，包括星球大战角色扮演游戏的D20版本等。
比尔被认为是“星球大战”方面的世界级资深专家，他曾参与编写了二版和三跋的《星球大战世界指南》。另外，他也是“龙与地下城”系列第三版和第四版的主设计师、《巨龙志》部分刊期的主编。在他的职业生涯里，他参与编写和设计过数百种角色扮演游戏的规则书和其他相关书籍。
